В "Квэнди и Эльдар" про сам термин "Синдар" сказано так:
"This was the name given by the Exiled Noldor... to the second largest of the divisions of the Eldar... It was applied to all the Elves of Telerin origin that the Noldor found in Beleriand, though it later excluded the Nandor, except those who were the direct subjects of Elwe, or had become merged with his people. "
Таким образом, некоторые из таких Нандор могли причисляться к Синдар (по крайней мере, с точки зрения Изгнанников). В частности, мне кажется, что окончание процитированной мной фразы вполне возможно отнести к тому же Саэросу.
